Now, thanks to loads of apologies and some of the most irresistible pop songs he’s ever had, The Biebs is back and bigger than ever, with a hit-filled album, “Purpose,” a string of three No. 1 singles and a massive world tour that arrives at Brooklyn’s Barclays Center this week.
