Mayor Bloomberg and Charles G. Hogg met once again at the Staten Island Zoo on Wednesday, Groundhog Day. Two years ago, Hogg, a.k.a. Staten Island Chuck, got the better of it when he chomped on the mayor’s finger during his annual meteorological prognostication. This year, as an ice storm rained down, the mayor did a quick snatch-and-lift, apparently keeping his eyes open long enough to declare that Chuck had augured better weather soon. According to observers, Chuck — who had a little corn drool from a cob he was coaxed out with — seemed oddly sedate this year.
